The museum was created in 1831 to house the remains from excavations at Lillebonne, driven in particular by the prefect Henri Dupont-Delporte. The first director of the museum was Achille Deville and one of its first curators was the Abbe Cochet. Leon Vesly was its director.

The museum houses overwhelmingly from regional collections over a period ranging from the Bronze Age to the Renaissance. Reflecting a particularly rich archaeological area, it has very important proto series, Gallo-Roman and Merovingian that evoke the material life of these civilizations.
